Conditions required for labeling and packaging

Classification and labelling notifications in the scope of SEA Regulation numbered with 28848 are legal requirements and have primary importance for producer or importers of substances and mixtures. However, companies overlook this obligation most of the time.

Regulation No 28848 of the Environment and Urbanization Ministry of 11 December 2013 on Classification, Labelling and Packaging of Substances and Mixtures (SEA Regulation) has defined criteria regarding determining hazards of the chemicals. After classifying hazardous, the required conditions for labelling and packaging have been identified in the SEA Regulation.

The purpose of this regulation is to regulate technical procedures and principles regarding the classification, labelling and packaging of substances, mixtures and some articles placed on the market in order to ensure a high level of protection of human health and the environment as well as the free movement of such substances, mixtures and articles.

SEA Regulation also rules to create an inventory of classification and labelling belonging to substances. This is called “CL Notification”.

The conditions for CL Notification:

Without amount condition, the entrance of classification and labelling information belonging to the substance is carried out by the producer of the substance in Turkey over the Chemical Registration System (KKS) in EÇBS (Integrated Environmental Information System).
Without the amount condition, the entrance of classification and labelling information belonging to substances in the mixture is carried out by the importer of the mixture in Turkey over the Chemical Registration System (KKS) in EÇBS (Integrated Environmental Information System) application.
Without the amount condition, the entrance of classification and labelling information belonging to the substance is carried out by the importer of the substance in Turkey over the Chemical Registration System (KKS) in EÇBS (Integrated Environmental Information System) application.
If the substance is not hazardous, this should be indicated during notification.
