KKDİK REGULATION COMPLIANCE SERVICES
On June 23, 2017, KKDIK (Registration, Evaluation, Permission and Restriction of Chemicals) Regulation No. 30105 was published in the official gazette by the Ministry of Environment and Urbanization. Due to reasons such as the fact that the documents within the scope of this regulation consist of thousands of pages and the implementation of the regulation is complex in itself, it has become difficult for the chemical industry to understand and adapt.
Companies that manufacture 1 ton or more of a chemical substance in Turkey per year, as well as companies that import a substance as a single substance or in a mixture to Turkey in a total amount of 1 ton or more per year, are obliged to make "Full Registration" within the scope of the KKDIK Regulation. It is the legal responsibility of each company to manage and follow this process, except where the registration provision described in the KKDIK Regulation is required.
It should be noted that the KKDİK process is not just about the registration process, there may be many other legal obligations such as permission, restriction, notification. All these transactions must be carried out through the Integrated Environmental Information System (ECIS), an electronic portal created by the Ministry. Therefore, companies must have accounts on the EECIS and activate applications that ensure compliance with the relevant legislation. Compliance with the KKDİK Regulation is carried out through the Chemical Registration System (KKS) application.

SOLE REPRESENTATION
Companies located abroad are required to work with a Sole Representative established in Turkey in order to be directly involved in the KKDİK regulation compliance process. Companies exporting a total of 1 ton or more of chemical substances to Turkey, either individually or in mixtures, can complete the “full registration” process through a “Sole Representative” if these substances are not within the scope of Annex-4 or Annex-5 regarding exemptions.

This is typically the case if a company does not want to disclose its interest in a particular substance, as it may give competitors indications of production or trade secrets. Appointing a third-party representative is an option for data sharing and keeping the company name confidential during joint application discussions. When a manufacturer or importer considers that sensitive information may need to be exchanged for data sharing purposes, a third-party representative may be nominated. Within the Substance Information Exchange Forum (MBDF), we can be a Third Party Representative in your company's compliance efforts with the KKDIK process.
KKDİK, CONSULTANCY TO PARTNER (MEMBER) REGISTRATION COMPANIES
After the leading registrar company completes its own registration process, the joint registrars (member registrars) will also make their own registrations for the same substance.
